National Health Systems Resource Centre (NHSRC), New Delhi, on behalf of the Ministry of Health & Family Welfare, invites applications for the position of Technical Officer on a contractual basis. The selected candidate will support procurement, logistics, and supply chain activities related to national health programs including monitoring supplier performance, maintaining procurement databases, and assisting in procurement documentation.

Key Responsibilities
• Maintain and update the database of manufacturers and suppliers of program drugs, laboratory consumables, and logistics.
• Prepare procurement documents for national and state-level procurement such as bid invitations, quotations, and direct purchase documentation.
• Assist Central TB Division (CTD) in pre and post procurement quality assessments.
• Prepare reports on central-level NTEP procurement activities.
• Track and review procurement reports submitted by states and provide feedback.
• Monitor and evaluate state-level procurement activities based on annual action plans.
• Facilitate the use of ICT systems and Nikshay tools for procurement data entry, validation, and monitoring.
• Monitor performance of manufacturers and suppliers responsible for preventive maintenance of equipment.
• Initiate statutory procedures in cases of supplier non-compliance.
• Monitor states for timely engagement or renewal of contracts for maintenance agencies.
• Ensure timely action to prevent stock expiries by monitoring inventory at stocking points.
• Train state program managers and PML nodal officers on procurement and supply chain management processes.
• Conduct supervisory visits to state and district stores and report findings to CTD.
• Perform other tasks assigned as per program requirements.
Required Qualifications
• M.A., M.Sc, M.Pharm, or M.Tech with a minimum of 2 years of experience in procurement, logistics, or supply chain management in a reputed organization.
• OR MBA / Postgraduate Diploma in Supply Chain Management.
• OR MBA / PGD in Procurement & Supply Chain Management.
• OR Diploma in Health or Hospital Administration with at least 2 years of experience in procurement or logistics of drugs.
• Working knowledge of computer applications and data management tools.
Preferred Skills
• Experience working in the health sector or public health procurement systems.
• Experience with programs such as the National Tuberculosis Elimination Programme (NTEP).
• Knowledge of healthcare product procurement and logistics management.
• Strong analytical and reporting skills.
• Good communication, coordination, and interpersonal abilities.

• Minimum Age: 21 years
• Maximum Age: 45 years
• Age relaxation applicable as per organizational norms.
• Candidates should also be willing to travel extensively for field monitoring and supervisory visits.
